ECHR statistics 2019: unprecedented, 1,390 applications from Georgia declared inadmissible, struck out

The European Court of Human Rights 2019 statistics read that for Georgia, an unprecedented, 1,390 applications were declared inadmissible or struck out in the last year, compared to 141 in 2018 and 232 in 2017.
- Applications are declared inadmissible when they do not meet all the admissible criteria of the court and are dismissed without being examined, while applications are truck out when an applicant does not reply to the court’s requests in a mandatory time, after the application was assigned to judicial formation.
ECHR says that 131 new applications were allocated to a judicial formation in 2019, a 30 per cent increase as compared to 99 new applications in 2018.
The European Court has delivered judgments on 14 applications, comparable to 15 in 2018,” the report says.
The court says that for Georgia, 597 applications were still pending in 2019, ‘a significant decrease from 1,873 in 2018 and 1,924 applications in 2017.’
The countries with the most cases pending were:
- Russia (15,037 cases, or around 1/4 of the total)
- Turkey (9,236 cases, or around 16% of the total and increase by 23% comparing to 2018)
- Ukraine (8,827 cases, or around 15% of the total and increase by 18% comparing to 2018)
ECHR says that for Georgia, 14 judgments were delivered in 2019 (comparable to 10 in 2018), and in 13 of them a violation was found.
The majority of violations found concerned the right to fair trial.”
For Georgia, the total number of judgments delivered between 1959 and 2019 was 104, in 83 out of them at least one violation was found.
The highest number of violations related to the right to a fair trial, the right to protection against inhuman and degrading treatment, and the right to liberty and security.
