First 100 days of new procedural laws for Georgian parliament – what are the results?

One hundred days have passed since the enactment of new rules of procedure for the Georgian parliament.

Parliament Speaker Irakli Kobakhidze says that due to the rules adopted last year Georgia now has the most active parliament ever in its history.

He stated that over the past 100 days, 10 ministers visited parliament, presented reports and answered legislators’ questions.

Kobakhidze said that for the first time in the history of the Georgian parliament, the prime minister was summoned by the opposition; an option provided for by the new rules.

The rule gives the right to the opposition to summon other top state figures to parliament to speak on specific issues as well.

The new rules of procedure force parliament to assume higher responsibility and spend more time discussing bills, which contributes to the quality of parliamentary activities,” Kobakhidze said.

He stated that the new rules ensured the transfer of parliamentary activities from Kutaisi to Tbilisi, which was an important step.

Vice Parliament Speaker Tamar Chugoshvili stated that 35 per cent more MPs attended parliament sessions over the past 100 days than earlier.

She said that no ministers have refused to come to parliament and make reports.
